DELL XPS27 SCREEN FLASHING I have had a screen flashing issue with my Dell XPS27 off and on the whole time I have had it. I love the machine but this was driving me insane. So in April of 2017 it happened again, seemed like it happened after a Windows 10 major update. I uninstalled the Intel 4600 drivers and the Nvidia video drivers. Nothing seemed to work. I then found an error was happening in the Event Viewer. Device Manager, Display Adapter, Intel, Properties, Events, View All Events, Windows Logs, System. I noticed under the System Log a "Service Control Manager error Event ID 7023". After searching, it seemed some app was not installed correctly and was failing. I also found this error: "The Energy Server Service queencreek service terminated with the following error: The stream is not a tiny stream." I tried this solution that I found during a search, this seemed to work: Start/Run --> cmd.exe and then, in the command prompt, type: netsh.exe winsock reset and hit Enter. Follow prompts and reboot. I also disabled the service and that seemed to solve the problem. The ultimate issue seemed to be the Intel Driver Update program or a related app was failing and causing the Screen to Flash. I downloaded the Intel Driver Update program again and the first thing it did was uninstall itself. So I left it there. Ran Spybot Seems perfect now, hope this helps other people. April 20 Morning, started again, YEAH. No errors this time in the Event Viewer. Installed the latest DELL INTEL Graphics driver, seems ok again. April 28, 2017 Searched on Windows 10 Screen Flashing in Chrome Found a suggestion to Disable Hardware Acceleration in the Chrome Settings Seemed a little better, but still some flashing April 29, 2017 Still having the issue on and off, disabled Geforce GPU, still some flashing. Installed new Intel Graphics Driver, again still flashing Searched again and found this fix for Windows 10 Flashing Screen Fix Screen flashing issue in Windows 10 1. Open Task Manager, click File > Run new task, type ‘msconfig’ without quotes and press enter 2. Click on ‘Services’ tab, find two services named ‘Problem Reports and Solution Control Panel ‘and ‘Windows Error Reporting Service‘ (check the screenshot below), uncheck them to disable, if Windows prompts you for a restart, do it.
